A site grows by articles, and nobody runs the connections between them. Every new page ships as an orphan, and a year later there are dozens of them.
Every piece is written on its own
The writer holds today's text in their head. Connecting it to something published six months ago is nobody's job and nobody's spare hour. An archive builds up where nothing points at anything.
Links follow words, not tasks
A keyword matched, so a link went in. The reader lands where their question is not answered and leaves the site entirely. The connection belongs between tasks.
A move is never finished
The address changed, the redirect went up, and the links stayed on the old one. The search engine knows where the page moved, but it has no reason to go there. Links are the reason.
What connects to what
An arrow means a link that helps the reader. A double arrow means there is a reason to link both ways, and each direction is judged on its own.

A link back is not a bonus attached to the link out. It needs its own reason in the text, otherwise it is just taking up room.

How to start the agent
Hand the agent your page content and your Search Console exports along with this text. Two lines are doing the heavy lifting. It has to tell you which inputs are missing, and it has to show the existing sentence beside the proposed one. The first keeps it from inventing, the second lets you spot in a second an anchor promising something the destination does not contain.

Group pages by the reader's question. For each group choose a pillar page and a money page.
Find pages averaging positions 11 to 20 for relevant queries, and pieces that could link to them. Exclude links already present.
For each suggestion return the source URL, the destination URL, the existing sentence, the proposed sentence, the anchor text and the reader's reason to click. Four ways to ruin it

Linking everywhere a word appears. The connection belongs between tasks, not between occurrences.

Assuming a redirect from the old address settles it. It tells the search engine where the page moved, it does not make it come and look. Links do that.

Forgetting language. A link without a language prefix on a multilingual site walks the crawler into one version and leaves the others with no way in.

Adding links and forgetting them. Every new piece is a reason to walk the old ones and add a route to it.

Search Console, the last three months, Web search, the country you serve. Pages with clicks, impressions and average position, plus the Queries tab on the promising ones.

Not a position the next morning. Record clicks, impressions and average position for the queries that matter before the edit, then look again a few weeks later under the same filters. The effect here is slow and cumulative, and in return it depends on nobody's goodwill and on no budget.
